This is Spectra Vondergeist as Polterghoul from the Monster High: Power Ghouls collection. The series was a Target exclusive released in early 2013. The doll has never been removed from the box and the box has never been opened, but the box itself has mild shelf damage. Included is a picture of the condition of her factory paint.
