This is Rocket’s Sneasel EX (103/109), a holofoil EX Team Rocket Returns card from the series released by the Pokemon Company after they took over production of the Pokemon Trading Card Game. It was part of a collection sold to us from someone who played with their cards as a child, and is in a heavily damaged condition.
