This is Dark Gyarados (8/82), a Prerelease promotional card from the Team Rocket expansion set released in Wizards of the Coast’s run of the Pokemon Trading Card Game. This particular card is from an adult’s collection, and has never been played. More copies of this card can be available upon request.
